David Schneider, Chair of the Board of Directors, states, “Terry Duncombe has been at the helm of CHAP as president and CEO for 11 years. In that role, Ms. Duncombe helped us grow our important mission of advancing the highest standards of community-based care. We wish her well as she moves on to her next career opportunity.”

Washington, DC – The Board of Directors of Community Health Accreditation Program (CHAP) announced today that it has made a change to its top leadership, appointing Ms. Julie Reynes as Interim President and Chief Executive Officer, effective December 11, 2012. The organization will be recruiting a new leader in 2013 who will take CHAP to the next level.

The CY 2013 Home Health Prospective Payment System Refinements and Rate Update, Hospice Quality Reporting Requirements, and Survey and Enforcement Requirements for Home Health Agencies final rule (CMS-1358-F) was displayed in the Federal Register on November 8 to update Medicare’s Home Health Prospective Payment System payment rates for CY 2013.

Officials at the American Board of Sleep Medicine (ABSM) hoped the Office of Inspector General (OIG) would clear the way for physicians to sell PAP devices. As outlined on page 91 of the OIG’s 92-page Semiannual Report to Congress, the request was essentially denied.

From time to time, the OIG publishes Special Fraud Alerts and Special Advisory Bulletins that discuss business arrangements that the OIG believes may be abusive, and educate the DME and pharmacy industries concerning fraudulent and/or abusive practices that the OIG has observed and is observing in the industry. These documents reflect the OIG’s opinions regarding the application of the fraud and abuse laws.

Community Health Accreditation Program, Inc. (CHAP, Inc.) today announced the appointment of two new three-year term members to the CHAP Board of Directors. The new appointees represent community-based healthcare sectors and were appointed at CHAP's September 2012 Board meeting.

The 2013 Physician Fee Schedule final rule, published on November 2, 2012, includes the final regulation on the DME face-to-face requirement. The regulation requires a written order prior to delivery, and a face-to-face encounter for a large number of DME items. O&P items are not included in this regulation, but a face-to-face regulation for O&P is in the works.

Today, Community Health Accreditation Program (CHAP) announced continued approval of its hospice accreditation program by the Centers for Medicare and Medicaid Services (CMS) for a six year term. This deeming authority, granted by CMS, recognizes CHAP’s program as a national accreditation program for hospice organizations seeking to participate in the Medicare or Medicaid programs.

On August 1, CMS displayed a Federal Register Notice announcing a September 1, 2012 start date of the Power Mobility Devices (PMD) demonstration. The start date of the demonstration is based on the date of the written order.
